Prior to the 90s policies were not informed, or even discussed in IST training. In today's Corrections policies are sternly enforced and not only discussed, but OJT is given and a paper is signed by staff acknowledging that fact, so it can and will be held against you when your on "the carpet."

In this very delicate situation, either talk the Inmated "down," or take more "agressive actions."
